The Byrd Rule was created to ensure that the budget reconciliation process, which allows for expedited consideration of legislation related to the budget, is not used to bypass normal Senate procedures for non-budgetary matters.

Some people won’t read this, but I guess I’m glad it’s out there.
Hopefully the representatives voting on it read it. But it’s my understanding that no one does that.
