    Many states also have a no use of cell phone while driving law, which he is clearly breaking.

      It’s in Michigan and you can use a phone while driving afaik just can’t hold it, but dash mount is okay

        It’s still a distraction. Studies have shown that even having music on is a measurable risk to the driver. But society has accepted that one. Using a phone is much worse.
