    What’s “mass” about one drone? Is this just language to bring different legalities to bear?

      I don’t know about Wisconsin specifically, but some jurisdictions legally classify explosives as WMDs, alongside all the nukes and chemical weapons and stuff that people think of ordinarily.

      Any destructive device is categorized as a WMD in the U.S., and rightly so. One drone strapped with a pipe bomb can cause a lot of damage very quickly with very high precision.
