I don’t really know anything about this guy, but just because CBP and/or ICE weren’t after him doesn’t mean he didn’t think they were. Legal immigrants are fair game with this administration. Pretty understandable to fear they are coming for you even if there should be no reason for them to.
They also carefully say “target”. They kidnapped 200 people. They were probably just grabbing anyone they thought looked undocumented rather than following a target list.
