To be fair this presidency is showing the flaws in our system. Too much of our society is based on “rules” not law. A president can change the rules in an agency as long as they follow the law*. Basically congress needs to step up and codify many of these rules.

I recall there being a specific rule with that prison program that barred her because her crimes were sexual in nature.
Egg on my face for assuming rules would apply to the President’s special lil’ child trafficker.
