Steel birdsshot or buckshot will not penetrate body armor, while it also has not much difference in penetration the soft tissues. So, perhaps author meant slugs, since there exist non-lead(copper, brass, bronze, iron, steel) slugs which basically act as AP rounds. These ones are a real deal even against military armor.
