Yeah, but people tend to cover their head in first place. So, I guess that the crotch area is the second best place to aim if person wears the body armor.

Thats true. But someone can still shoot back with a groin shot. They can pull the trigger if there head is ventilated. Usually.

Slugs aren’t going through armour. It well lay them flat but a plug of lead is not going through armour.
Best you can do with a shotgun. I guess.
