If I was a smart person, I’d rather that my descendants not have to live in an idiocracy. So non-reproduction acts as a hedge against that.
Suppose we did this, but only smart people comply and the ignorant masses just reproduce more. That’s how Idiocracy happens.
Unless the plan is to outbreed the “ignorant masses”, this is going to happen anyway.
If I was a smart person, I’d rather that my descendants not have to live in an idiocracy. So non-reproduction acts as a hedge against that.
