Neglect, within the context of healthcare, is considered abuse. Neglect on the part of a spouse in response to the abuser they’re married to sexually abusing a child is also considered abuse, by the law.
Healthcare workers are mandatory reporters of suspected or reported by patient abuse. To not do so would be neglect. Legally, they would be in serious trouble for not reporting.
Doing nothing while being aware of an issue on the level of physical, mental, or sexual abuse IS neglect. And neglect is abuse. The distance and lack of direct legal reprisal helps people lose sight of that truth.
