I think the article is junk but, it’s possible to have something whose existence is not top secret but whose details are.

If he’s really building a nuclear bunker, then it’s pretty much a confirmation that he’ll not be leaving office in 2028.
It’ll not be finished before 2027. There’s no way he’s building a bunker to potentially use within a maximum time frame of 2 years.
Not to mention it’s another sign that his administration is preparing for a war involving nuclear weapons. Which nobody but the USA is capable of igniting. So, yeah… Great times ahead.
