likely it stemmed from 08, many people had no futures, even witha college degree except for certain emerging fields. and i dont think we truley recovered from it at all, certain fields like bio- and biotech likely was stagnant due to how they gatekeep hiring people. if you happened to visit any military forums about joining you notice a huge uptick in people trying to join being cannon fodder around economic turmoil.
