Conceptually, it’s always supposed to have been simmering akin yo Patreon, where creators can be supported by fans via a subscription model. A combination of lax rules around nudity and probably sheer inertia meant that “creators” ended up being pretty much only sex workers. OF then tried to pivot away from that and we all knows how well that went.
