For any country that acts diplomatically in good faith, it puts you in quite a tough spot. If you strike back (especially if you strike back harder), then you’re risking escalations, but if you do nothing, then your enemy has gotten a free strike in.

I hear it is actually preferential to cripple soldiers rather than outright kill them in attritional warfare. A dead soldier is a martyr. A cripple is a terrifying look at your future + an expense.
