Under Tim Keller’s leadership, the city has increasingly criminalized conduct associated with homelessness, causing a growing number of people on the streets to be arrested and jailed.
It can’t be solved on a local level, because it’s not a local problem.
If a city does what it takes to fix it, it becomes a mecca people from other states travel to. And other states might even pay the transportation fees.
It needs to be addressed at a federal level so fixes can be implemented nationally at the same time. Otherwise any place that tries to fix it gets overwhelmed
