New Jersey's law will require manufacturers to make an increasing percentage of their vehicle sales zero-emission, with that number reaching 100 percent in 2035.
In this case New Jersey just joined the same staggered phaseout law that California started and a dozen or so other states have copied. The good news is that it dictated that the portion of new gas cars sold will drop off every year before then until it gets to 100% in 2035.
That being said, if California had pushed for an faster phaseout I suspect they would have all joined that plan.
