I’ve heard it two ways. It’s forbidden to wear your uniform like that out in public all kitted out unless you are on active orders and working, or that it’s technically allowed but frowned upon.
I agree, the military should have screened and treated this man. They give vocational aptitude tests, do they test emotional aptitude?

I’m not sure if they test for that but I’m pretty sure if they do they don’t do follow ups
