Good guess but nope this was more a 1950s type city i think it’s was a bright early morning twilight type setting if that helps.

There was a Twilight Zone episode (A Matter of Minutes) that I remember as being pretty similar.

theres a show with somewhat similar premise, except it they go back in time to prevent the oligarchs from ruining the future,adding a little “metahuman abilities” to the travelers that were snatched from various time lines, and placed to a specific point in time.
