Was scouts supposed to ge about fostering “masculine” values ever?
I never did it, but I always thought it was about learning useful skills and confidence, appreciating nature (leave the oak cleaner than you found it) and learning how to work towards your goals.
Those things are not inherently masculine. They’re for everyone.
