They have misunderstood the ruling. This is a preliminary ruling. Quoting from the press summary:

The wording that the court uses and the legislation it finds applicable (Humanr Rights Act of 1998) gives hope of a favourable decision to the protesters, however.
There is reason to expect that the proscription will be canceled.
