I think both are pretty equally awful, I think much like military capabilities, Putin’s rhetoric is restrained by his need to have allies. Just like weapons cover, isreal is emboldened by allies that will back them no matter what they say or do. Putin still walks the line to the maximum amount of evil he’s allowed to be without triggering ww3.

I get what you mean, but I think the difference might be more down to capability (and realpolitik, which Putin is undeniably better at) than morality.
