So, perhaps author meant slugs, since there exist non-lead(copper, brass, bronze, iron, steel) slugs which basically act as AP rounds. These ones are a real deal even against military armor.

Thats true. But someone can still shoot back with a groin shot. They can pull the trigger if there head is ventilated. Usually.

Slugs aren’t going through armour. It well lay them flat but a plug of lead is not going through armour.
Best you can do with a shotgun. I guess.
Their faces aren’t armoured. They like shooting in the face, we can return the favour.
